OIDC upgrades don't appear to provide new versions of files

Hi Gary,
I made some testing and reproduced the same behaviour with the latest
IdP release. It has been discussed as a part of this ticket:
https://shibboleth.atlassian.net/browse/IDP-2340
I verified that it has been fixed for the IdP 5.2.0-SNAPSHOT, but not in
any real IdP release yet.
