SEGFAULT on RHEL9 when using metadata downloaded via HTTPS

Hello Scott,
I dug more on the setup, since you said that compat-openssl11 hasn't
been installed on your rocky setup. Found out that initially the
package has been installed from Centos8 repository, and then switched
to rockylinux9 repo and reinstalled. Centos8 package triggers
compat-openssl11 install, and so that package persists even after
installing the right version for 9.
I'm reporting this info to the sysadmin that did the initial setup,
linking also the doc where is clearly stated that you must install the
package for the right version.
