403 Forbidden Issue

Scott,
SELinux has already been set to permissive mode due to coldfusion conflicts.
Here is the error I am getting:
HTTP Status 403 – Forbidden

*Type* Status Report
*Description* The server understood the request but refuses to authorize it.
------------------------------
Apache Tomcat/9.0.50
