403 Forbidden Issue

SELinux is always a good guess, but aside from that, Apache rarely serves up a 403 without logging why in my experience. Something else producing a 403 would usually involve proxying, and not excluding the handler path from the proxying, happens a lot with Tomcat or the like. But those 403s look nothing like Apache's, it's totally obvious from the page appearance.

Bottom line is it's not the SP doing it other than for specific handlers such as the status page.
