Something else producing a 403 would usually involve proxying, and not excluding the handler path from the proxying, happens a lot with Tomcat or the like. But those 403s look nothing like Apache's, it's totally obvious from the page appearance.<br>

Bottom line is it's not the SP doing it other than for specific handlers such as the status page.<br>
