Does IdP 4.0 still require the jstl library with tomcat

The question is a Tomcat one, it has nothing to do with a specific IdP version.

There are no docs on Tomcat 9 because nobody using it in the community has contributed anything on it. Nobody involved with the project is in a position to do anything about documenting it. Support for it is just pro forma for members to assure that we would reproduce issues on it.
