Does IdP 4.0 still require the jstl library with tomcat

Well, the latter (no real support for Tomcat by the project) was what
made it less than obvious (to me) that you were actually looking for
the former (contributed docs for Tomcat 9).

FWIW, I can't recall anything significant[1] that needed a change from
the Tomcat 8 docs the project helfully provided in the past.

I've long planned to add documentaion how to more easily run Tomcat as
non-root on GNU/Linux these days (with systemd's support for POSIX
Capabilities) but so far have only documented that implicitly in our
own instructions that are specific for Debian "stable".
