Does IdP 4.0 still require the jstl library with tomcat

Hi,

When running IdP v3 on tomcat, you have to provide the Java Server Tag
Libary jar file. This is documented at
https://wiki.shibboleth.net/confluence/display/IDP30/ApacheTomcat8. I've
not found similar documentation for v4.0.

Is this still the case for IDP v4 on Tomcat 9, and is there a recommended
version of jstl to use?
