Logs not generating for Shibboleth IDP v3.4

That works just fine. To get logs (and metadata) written to other
paths you simply would have had to override the default systemd
service file to allow Tomcat write access to those other paths:

That's not necessary (as per above) and has nothing to do with the
OP's issue, which is on M$ Windows, not Debian GNU/Linux.
