Logs not generating for Shibboleth IDP v3.4

I had this issue when I did install on Debian 10, tomcat 9. I did install
tomcat9 from apt repo(apt install tomcat9 tomcat9-admin) and deployed the
shibboleth war file but it did not work and log files also not genereted. 

I have then followed a doc and installed tomcat9 manually by downloading the
source package and then war file deployed successfully and logs too. 

Comparing this scenario, please make sure the tomcat service is installed
correctly. Also verify the tomcat supported version with the Shibboleth
version you are using.
