I have entered (and fixed) IDP-1584 for this.

Meanwhile a simple workaround is to just comment the "%ANT_HOME%" part rather than the whole line

if not defined INSTALL_LOG_FILE (
   set INSTALL_LOG_FILE=install-log.xml
)

That way you don't get an ugly stack trace and do get logging.
