Server 2019 and shibboleth dll error

It might be worthwhile checking the details of the error.  There may be more information (look for a hex number starting 0xC0.... or
0x80....).

Grasping at straws if this is an entirely new machine you may need the ucrt.dll which no longer comes with the merge modules (don't
even start me on that).  You shouldn't but...

Try collecting it [1] and seeing whether that helps
