Server 2019 and shibboleth dll error

Hi Everyone,

I just built a new windows server 2019 box. Installed IIS and the VS redistributable. I installed the shibboleth SP 3.04 and immediately after going back to my website I get a 503 error. I look in the event logs and I see the following error.

Event ID: 2280
The Module DLL C:\opt\shibboleth-sp\lib64\shibboleth\iis7_shib.dll failed to load.  The data is the error.

I did not even get a chance to configure shibboleth, the web site just crashes with a 503 error. The application pool is what crashes. Anyone run into this or have ideas? I have never seen this before previously on server 2019. Shibd -check shows config is loadable, no errors in the shibboleth logs.
