Server 2019 and shibboleth dll error

All that is in the details of the event in the application log  is C:\opt\shibboleth-sp\lib64\shibboleth\iis7_shib.dll   05000000.

A listener channel for protocol 'http' in worker process '2212' serving application pool 'DefaultAppPool' reported a listener channel failure.  The data field contains the error number.

followed by
Event id :5002
Application pool 'DefaultAppPool' is being automatically disabled due to a series of failures in the process(es) serving that application pool.

Both of the vs_redist are installed. I tried uninstall sfc/scannow with no issues detected and a reinstall of those files.

It might be worthwhile checking the details of the error.  There may be more information (look for a hex number starting 0xC0.... or 0x80....).

Grasping at straws if this is an entirely new machine you may need the ucrt.dll which no longer comes with the merge modules (don't even start me on that).  You shouldn't but...

Try collecting it [1] and seeing whether that helps
