That's an OSU matter, you'll need to reach out to me (i.e. webauth-admin) with sufficient information to isolate the log on the IdP side to see if anything is evident, but the best starting point is whatever they're actually accessing on the application side beforehand and what its caching headers look like.

It's more common with cloud services hosted partly on CDNs, but as I understand it, Chrome is possibly just unusable now in some cases due to its prefetching of pages. I guess there are some theorized workarounds to that but nobody has really talked about it in a while.
