User not able to log in with Chrome/IE/Edge - Firefox OK

Hello,

I have a user who is not able to get into an app when he uses Chrome, Internet Explorer, or MS Edge. Firefox works without any problems, so I've told him to use it for now, but Chrome is his preferred browser. We tried IE and Edge for testing; both basically give a "this page cannot be displayed" message.

When he tries to access the app in Chrome, he gets an error page very similar to this: https://webauth.service.ohio-state.edu/idp/profile/SAML2/Redirect/SSO
"You may be seeing this page because you waited an extended period of time..."

I've confirmed that the clock on his PC is correct, we've cleared his Chrome cookies for "All time" and I've confirmed that he is not using two network connections at once (i.e. wired and wireless), and no luck.

This problem is not affecting anyone else, so I'm thinking there is something particular about his Chrome setup that is causing this problem, but I'm out of ideas as to what to do or look at.

I've watched the shibd.log when he accesses the app. When he or I are successful, there is a "Shibboleth.SessionCache" entry in the shibd.log. When he gets the error message, no entry is added to this log file. I suppose this makes sense and he is never hitting our web server. Are there any other logs or browser settings that I should have him look at?
