FileBackedHTTPResource

I'm probably not looking in the right place -- so apologies if a very
obvious question.

In services.xml -- if following is set -- where is there refresh time to
query against the external URL set?

 <bean id="FileBackedUBCAttributeFilter"
          class="net.shibboleth.ext.spring.resource.FileBackedHTTPResource"
          c:client-ref="shibboleth.FileCachingHttpClient"
          c:url="https://example.edu/attribute-filter.xml"
          c:backingFile="%{idp.home}/conf/attribute-filter.xml">
    </bean>

in services.properties -- the following is set:

idp.service.attribute.filter.checkInterval = PT15M

But it appears to refersh only every 3 hours -- not sure when the setting
is made to change the refresh cycle?
