Well it depends on which service you are loading.  You appear to be loading the attribute filter so 

 > idp.service.attribute.filter.checkInterval = PT15M

Would be correct.  The default is to never refresh.  So every 8 hours indicates something is non-default.

Note that you need to restart the IdP after make any property change.  Maybe that’s it.
