mod_shib_22.so missing after SRPM rebuild process

It builds what the Apache it finds needs or nothing if there isn't one. If you didn't install httpd-devel packages, then it's not going to build it. Assuming that 2.2 is what actually shipped with that OS. If not, then you shouldn't be using it, 2.2 is nearing EOL, so you shouldn't be using it if you don't have to.
