mod_shib_22.so missing after SRPM rebuild process

hi,

as Scott says - httpd-devel missing? if so, headers/linkers not found
when doing the build so skipped.  alternatively, you do have
httpd-devel installed but it's for 2.4
and not the 2.2 you have running, therefore no mod_shib_22.so built
(you have a mod_shib_24.so lurking instead?) -   if you see the SRPM
instructions you'll
see mentioned about passing it HTTPD build flags - you may need to do
that if you have apache22 includes lurking around that you want to be
used.
