Issues uploading metadata XML to TestShib

Hi!

I'm trying to upload metadata to TestShib
(https://gist.github.com/bdero/79b84bca745073b31e12ac3eda3c8555), but
it's returning the following error:

The metadata passes this validator (although I'm not sure how reliable
it is): https://www.samltool.com/validate_xml.php
A coworker of mine also tried uploading some previously working
metadata and seems to have run into the same issue.

Is anyone else having trouble uploading metadata? Or is there maybe
something wrong with my metadata?
