One of our SPs are planning on utilizing SWITCHwayf as their Discovery
Service which apparently supports displaying embedded data URIs
(data:image/png;base64...) in federation metadata rather than the usual
request via URL. They've requested we consider using data URIs which seems
fairly reasonable and I see some other IdPs doing so in the InCommon
metadata already. However, after some testing it looks like some of the
other Discovery Services like the shibboleth-eds don't seem to handle these
data URIs at all, it actually ends up breaking the service on our test SP.

I haven't been able to find much documentation on best practice or
compatibility for specific DS's so I'm just wondering if this is something
that I should even suspect to work or is the best method just to stick with
URLs for now to ensure maximum compatibility?
