Any change the environment in that "cloud" offering is doing something
funky to prevent the web server part connecting with the daemon part?
TCP sockets are always used to connect to shibd on MS-Windows, IIRC,
so maybe there's an equivalent of netcat for MS-Windows that you could
use to test the connection with (using the same account/privs the
filter would run as)?
