I responded in the issue.  Aside from the double registration in the 2
namespace handlers, I also don't really understand how the Liberty SSOS
one is actually working in the tests, since it's only registered in the
nominally "wrong" one.

I think that is simply because it's not registered in the namespace
handler which corresponds to the (correct) namespace the OP is using. 
That is the bug I believe (the mystery passing tests notwithstanding).
Hoping Rod can settle things.
