Before I really did any delegation config parser work, I remember
bringing it up, as "do we want to support the legacy schema, and if
so, in the old extension namespace or the standard one"?. Then when
I was in there, I saw we had in fact already shipped the schema with
what Chad had done, making my question moot. So I just went with

I would guess it's got something to do with the whole xsi:type mess and I must not have realized that we changed how we handled all that. I responded in the issue. Aside from the double registration in the
2 namespace handlers, I also don't really understand how the Liberty
SSOS one is actually working in the tests, since it's only
registered in the nominally "wrong" one.<br>

I think that is simply because it's not registered in the namespace
handler which corresponds to the (correct) namespace the OP is
using. That is the bug I believe (the mystery passing tests
notwithstanding). Hoping Rod can settle things.
