The first of the URLs you mention gives complete configuration
instructions, much more detailed then the OTRS advise you can expect
from the Shibboleth community.
Given that this is not (yet) a Shibboleth software or configuration
problem (but an OTRS one) you should really take this up with the OTRS
folks.
