Saving shibd session state during restarts

No, unless you find indication (documentation, code) of that.
Also all of the (meagre) resources the project has for software
development are concentrated on the upcoming new major version of the
IDP.
So contributions are always welcome (though technically that may not
even be true currently since those also require attention and code
review etc., but you get the idea ;).
