idP install - do you need Apache AND Tomcat...or just Tomcat?

Generally you only need or want Tomcat.  You can use Apache in addition to Tomcat if you have a use case that makes it important to do so.

IIS will not be necessary.  The quick start should have generated certificates for you that will suffice for IdP-to-SP configuration.  For web-facing stuff like user authentication, you will need a "commercial" certificate, but you can acquire that however you want and configure that directly into Tomcat without touching Shibboleth.
