Unless you're prepared to invest some time, you may have more success
using Windows, AD, and the quick-install package for the IdP, which does a
lot of basic setup for you.

Otherwise, the IdP is mostly local integration and not much about SAML
until that part is done. It is not a good way to get something up quickly,
that's not the target.
