Receiving Error "1721" When Trying to Install Shibboleth Idp

Good morning everyone,

Just joined the list so I could ask this question (we're pretty new to Shibboleth and mainly getting it setup for usage in the new OpenCCCApply system being put into service here in California).

I'm following the instructions on this page:

And have a new Windows Server virtual machine that was created specifically to install the IdP onto.

In the above page it has these steps

  1.  Download and install a 32bit Java runtime from the Java download site<https://www.java.com/en/download/>. This should be at least version 6.
  2.  Set up the JAVA_HOME environmental variable to point to the jre environment:
set JAVA_HOME=C:\Program Files (x86)\Java\jre6
  3.  Download the installer msi for the latest version of the Identity Provider<http://shibboleth.net/downloads/identity-provider/latest>.
  4.  Read this document, which explains the parameters<https://wiki.shibboleth.net/confluence/display/SHIB2/IdPQuickIInstallUserInput> you will be prompted for.
  5.  Install the msi file (running as the administrator).

I performed Steps 1 and 2 (installed the 32-bit Java 7 Update 15 JRE and added the System Home variable...I wasn't allowed to run the MSI without adding in the System Variable properly).

Then I downloaded the installer, reviewed the parameters I'd be asked for, and ran the MSI.

The installation looks like it's going great up until about halfway through when I receive the following error:

"Error 1721: There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor."

After I click OK, it rolls back the install and then gives me a Fatal Error message saying "Installation ended prematurely because of an error".

I took a look to see if there were any details in the log files about what program exactly was missing that was required but didn't get any hints from that.

Does anybody know what the problem might be?
