Issue with URL re-direct after IDP authentication - signing Assertion

And the problem remains with the IdP.

You are mistaken.

Your issue has *nothing* to do with assertion signing. You do not sign assertions, the IdP does.

If you sign requests and the IdP is failing as a result, you will have to take that up with them. Or you can do what I suggested and stop signing the requests.
