Your Shibboleth IDP is configured with SAML 2 Metadata. If the SP does
not provide you with that they will need to provide you with the same
information in some other way/format. You'll then create the metadata
based on that info, see

A public key from the SP is good not but not enough, you'll also need
protocol endpoints and their protocol bindings among other things.
