Setup Failure

I'm not too much of a tomcat on windows person.. So hopefully someone
who knows those two will chime in later.. If it's on windows I usually
start with / blame permissions ... :)

However, this could help, for starters you don't need to place the idp.war 
file into the tomcat webapps directory if you are using the <Context> fragment 
method. Your fragment already tells the appserver where to find the war.
