Hi Kevin,
I tried removing the config and the it's worked. I've managed to
install the IDP successfully on tomcat. I'm going to go through the
wiki and tinker with the metadata to work to my needs.

I'm not too much of a tomcat on windows person.. So hopefully someone
who knows those two will chime in later.. If it's on windows I usually
start with / blame permissions ... :)
However, this could help, for starters you don't need to place the
idp.war file into the tomcat webapps directory if you are using the
<Context> fragment method. Your fragment already tells the appserver
where to find the war.
