Scoped attribute not passing SP filter

What Niko said. There should be "decoding ScopedAttribute" in the log.
Given your SP config which attaches a Scoped attribute decoder to the
attribute I can only assume your config isn't actually used, e.g. you
set it to not reload automatically and didn't restart shibd (or
something more subtle related to your environment).
