The attribute-map.xml was being fetched from a remote file. Someone already added the attribute to this external file, but forgot the ScopedAttributeDecoder, while I was
obliviously editing the local file :). Anyway, it works like a charm now.

What Niko said. There should be "decoding ScopedAttribute" in the log.
Given your SP config which attaches a Scoped attribute decoder to the attribute I can only assume your config isn't actually used, e.g. you set it to not reload automatically and didn't restart shibd (or something more subtle related to your environment).
