Regarding the line ...DEBUG Shibboleth.AttributeDecoder.String [8]: decoding SimpleAttribute (NewAttribute) .. 

What does the line with "eppn" look like at the SP? Maybe you NewAttribute is not treated as scoped and therefore is eliminated (NOT regex="@").
