Well, yes. When it tells you the configuration is invalid, you have to fix
it.

You did not do that. Apache is still loading mod_shib and if it weren't,
you'd have to remove the commands specific to that module anyway.

Reinstalling will do nothing, it preserves the same broken configuration.
