Cannot navigate to website

I have restarted apache numerous times since, (using apache2ctl restart, I
don't know if there's something more appropriate) and I have tried
restarting shibd (throws out similar errors about XML parsing) and even
tried stopping shibd completely - the errors still persist and I still
cannot access the site. It's confusing because, if shibboleth is causing
these problems for some reason, surely stopping the shib daemon and removing
all references to it in the code should just put it back to before there was
any shibboleth software at all - but it's still broken! I will try doing a
clean install and see if that fixes it, do I have to remove everything I
have done already or will reinstalling just replace everything?
