As ChrisB said, write access should be enough, but only to the directory. You can't create the backing file only and chmod that, the process creates staging backup files before committing them to the final location. That prevents the backup from being overwritten by an invalid document.

But I wouldn't, it's much better to just let it use the default location. Don't specify /var/cache/shibboleth yourself, because that will break if for some reason something has to change in the future.
