SP 2.5 Upgrade unable to rename metadata backup file

I ended up putting the backing file in /var/cache/shibboleth did the
trick.  I guess there was something wrong with my permission that I had
setup to /etc/shibboleth.

As for the Windows side I forgot a / somewhere (been starting at configs
all day).
