SP 2.5 Upgrade unable to rename metadata backup file

Hi,

I am testing the upgrade to SP 2.5 and I am getting the following error whenever metadata is refreshed.  This happens on both Linux and Windows side.

My MetadataProvider looks like the following

            <MetadataProvider id="incommon" type="XML" xmlns="urn:mace:shibboleth:2.0:metadata"
                        url="http://server/metadata.xml"
                        backingFilePath="/etc/shibboleth/metadata.xml"
                        reloadInterval="60">
            </MetadataProvider>

It was originally pointing to InCommon for metadata, but I changed it to a local metadata so I can get constantly change it and replicate the error.
I thought it may be related the changing of root to shibd user, so I changed permissions and ownership, but the same error occurs.  It also happens on the windows side.

The SP works perfectly fine and the cache of the metadata is reloading, just a new backing file isn't being written to the filesystem.
