Since when is a container restart required to refresh DS Metadata?

Since the documentation at
https://wiki.shibboleth.net/confluence/display/SHIB2/DSAddMetadata
explicitly states:

  "In all cases, the Discovery Service will reload metadata as soon as
   it has been changed. It is not necessary to restart the service"

you should probably file a bug.
