Since when is a container restart required to refresh DS Metadata?

I think the bug is with the documentation. It probably did used to do that
because I believe the metadata provider used to do that in an older
release, but it definitely uses a timer thread on an interval now, rather
than checking the file on every access, and the DS is using that same code.
