Translation of messages in Shibboleth IdP 5

Ian has set up the initial repo under java-idp-translations.

The next steps are basically to get something in place that meets your needs, probably I guess maybe starting with a subdirectory either per product or per language, not sure which is best.

Open to suggestions I guess.

Once we have it fleshed out, we can add any translators as I said, Slack is probably the simplest for that.
