I would opt for a subdirectory per product and then by locale. E.g.

* java-identity-provider
   * de
     - file
     - file
     - file
   * de-CH
     - file
     - file
     - file
   * es
   * fr
* java-centralized-discovery
   * ...
* js-embedded-discovery
   * ...


However, in that case it may be better to rename the git repo to a more 
generic "java-translations" or just "translations".
