Translation of messages in Shibboleth IdP 5

We discussed it briefly and I think we'd like to start out by offering a git repo on our own system for now and we'll be happy to accept SSH keys for that from people willing to maintain translations.

We may eventually be able to move that to GitHub, but for the time being I don't want to muddy that whole mess by having to address why this one piece is there and not everything else.

I can create the repo today, but apart from an empty repo, I'm not exactly certain what the right structure you all need or want is for that and how the plugins and their messages might factor in.

Any specifics to guide that or somebody willing to own the initial layout responsibility?
