system/messages/messages_*.properties was deleted in upgrading

I don't think we could ever make an IdP with usable defaults in the more user-centric areas. Error messages for some of the rare conditions are probaby fine untouched, but I simply can't fathom how any org could ever buy off on the login/logout/consent defaults. Our comms team would have shot me if I tried that (though of course in my case I already had a UI for login and I had to make the IdP match it rather than the other way around).
