No, they're in the OP plugin, they just happen to depend on changes that are in 4.2 so the OP 3.1 plugin will be revved to require IdP 4.2 so they're going to be released in lockstep. We're still early enough that we can't totally split apart the release trains yet and it's easier to tweak classes inside the IdP than copy code right now. Hopefully in a year or two that will become more rare.
