Timing of wiki copy for V4 docs

When we do want to create the IDP4 doc space? I don't see us doing a whole lot of continued V3 editing at this point other than for patch release notes so I don't think it will affect maintenance much.

I don't like to let too many changes lag because they'll get forgotten and the docs will have too many oversights if I can't update things as part of the work.

We can obviously keep it internal for now just to avoid pointless questions.
